Is this the right application for lime mortar?
Most defintely NOT! Far too soft and completely inappropriate.
Is this the wrong time of year to do this?
There is no right time. It's a silly idea.
How long should the area be cordoned off to allow for setting?
Years. Decades, probably!
Lime mortar is NOT suitable for use as a jointing medium for paving. It has possible uses as a bedding mortar, and it's invaluable in heritage masonry, but it never lasts more than a copup-le of seasons when used to joint paving unless it is seriously beefed-up with cement or a stengthening agent.....which sort of defeats the object of using lime in the first place!
