Brother-in-law has had to remove the screed from the garage that he built for me because it has delaminated/blown. He thinks that this happened because water crept under the screed at the garage door, i.e. where the edge of the screed is exposed to the elements. He is applying SBR between the new screed and the base but wants to know if/how he can seal the exposed edge such that water does not penetrate again.

Another suggestion has been to make an SBR/concrete slurry, apply that and then follow with screed (also with SBR) while the slurry is still wet.   What do you think of that?

It's no different than painting the cleaned substrate with SBR, really.

A slurry is better when used a bond bridge with flagstones because it's thicker and less prone to dripping than neat SBR, but as you are needing to prime a fixed, immovable surface, there's no real advantage is using a slurry.
